The LOTO Procedure Builder organizes employer-entered information into a structured procedure documentation set covering procedure identity, scope and applicability, personnel and roles, energy sources and isolating devices, shutdown and isolation sequences, stored energy controls, zero-energy verification, restoration, periodic inspection, and evidence support.
A single tool run produces three coordinated outputs: a locked procedure documentation package, a structured auditor bundle, and a machine-readable JSON export.
The procedure documentation produced by this tool supports documentation review, field coordination, and audit support. It is not a lockout authorization, a permit issuance, or an employer field decision. Lockout/tagout decisions, qualified-person determinations, and employer program implementation remain the employer's responsibility under the active program.
The LOTO Procedure Builder operates within a defined regulatory scope. The scope specifies the citation set, output boundaries, and limitations the tool carries on every run.
Every output produced by the tool is stamped with the tool version and regulatory reference, allowing downstream review and audit traceability.
