What Is the Silica Program Assistant?
CC-SILICA-PROGRAM-ASSISTANT-001 v1.2 is a structured documentation framework built on the Compliance Crucible platform. It helps an employer organize, document, and review a respirable crystalline silica written exposure control plan / program record for construction work under 29 CFR 1926.1153 — capturing employer and project setup, the covered-task register, the compliance path selected for each task, the specified controls and durations documented, the respiratory-protection interface, competent-person and inspection controls, the medical-surveillance interface, communication and housekeeping records, written-plan assembly, review gates, and a locked, verifiable record.
The tool is guided rather than open-ended: fill-in-the-blank fields, checkboxes, and structured selections walk the user through the record. Where a task uses Table 1, an embedded vetted Table 1 dataset surfaces the specified controls and the respiratory-protection column as documentation fields. The tool records what the employer provides — it does not decide whether Table 1 is satisfied, whether the employer complies, or whether work may proceed.

Written Exposure Control Plan
The plan-of-record: employer and project identity, every covered task with its selected path and controls, the combined-duration respiratory column, competent-person, housekeeping, medical-surveillance, and communication documentation, and open items.
Field / Task Control Attachment
The task-facing sheet for the crew: per task, the documented controls, housekeeping method, respiratory interface, competent-person and inspection reference, and stop-work / escalation trigger.
Auditor / Reviewer Report
A reviewer-facing report presenting record identity and status, gate-by-gate documentation status, open documentation gaps, the lock record, and the employer-responsibility notice.
Machine Audit JSON
Structured machine-readable export of the record, including identity and lock fields, selected paths, task data, open items, lock source, and provenance.
What the Tool Does Not Do
CC-SILICA-PROGRAM-ASSISTANT-001 does not perform or substitute for any of the following:
- Determining regulatory compliance or stating that a record satisfies requirements
- Verifying exposure levels or validating objective data / exposure assessments
- Determining that a Table 1 task is satisfied or that exposure-assessment relief applies
- Assigning, selecting, or determining the adequacy of respirators
- Making medical-surveillance or PLHCP determinations
- Replacing the competent person, industrial-hygiene judgment, or employer decision-making
- Making state-plan determinations
- Uploading or validating evidence files, or performing a live authority lookup, in this release

Proper Use Case
Example — Silica Written Exposure Control Plan Documentation
A masonry restoration employer is building the written exposure control plan for a facade job with several silica-generating tasks — tuckpointing, cut-off sawing, chipping, and anchor drilling — run by two crews across different shift durations. They need a clear, reviewable record that shows each task, the documentation path selected, the specified controls recorded, the combined-duration respiratory column for each crew, the competent-person and housekeeping controls, and any open items — preserved as a locked, verifiable package.
The tool helps the employer structure, complete, and preserve that documentation, and applies the 29 CFR 1926.1153(c)(3) combined-duration rule to the Table 1 respiratory-protection column as a documentation field. It does not decide whether the program is compliant, whether a respirator is required, or whether the work may proceed. Those decisions remain with the employer and its competent person.
Improper Use Cases
CC-SILICA-PROGRAM-ASSISTANT-001 should not be used as any of the following:
- A statement that an employer or program is compliant, or that a record satisfies requirements
- A substitute for exposure assessment, air monitoring, or objective data
- A determination that a Table 1 task is satisfied or that exposure-assessment relief applies
- A respirator selection, assignment, or adequacy determination
- A substitute for the competent person, the respiratory protection program, or medical surveillance
- A statement that controls are OSHA-approved or that work may proceed
- A professional legal, industrial-hygiene, or engineering service
Platform Access
CC-SILICA-PROGRAM-ASSISTANT-001 is available through member-gated access. Active Compliance Crucible membership is required. Records persist to the member's organization workspace under row-level security and lock with a tamper-evident document verification value; a locked record recomputes to its stored hash.
